Select option #5 again ('Command Prompt Only') but then type 'SCANREG/RESTORE' at the DOS prompt instead of just “SCANREG”. Return to the Windows boot menu as mentioned above. To do that, start off by seeing if there is a way to get the installation of Windows 98 that's on the machine currently to load to its last known restore point.
